When I run the web application, by Ctrl+F5, it opens Internet Explorer and tries to connect http://localhost:4640 but it never connects it. It shows a classical error message "Internet Explorer cannot display the webpage".

Take a look at the property page by right clicking the WingtipToys project in Solution Explorer and select "Properties".

Select the "Web" tab on the left. In the "Start Action" section, set the "Specific Page" to "Default.aspx". In the "Servers" section check the first box ("Apply server settings to all users"). I also have the "Use Local IIS Web server" radio button selected and the "Use IIS Express" checkbox selected. Save your changes and check if the apps runs for you. If not, try returning to the properties page and click the "Create Virtual Directory" button. Then try running the app.

If the app does not run, try creating a new Web application and checking whether the default app will run. If not, try reinstalling Visual Studio in order to get the correct environment setup. See the "Prerequisites" section of this topic for reinstalling.
