the video title talks about ViewStateMode while it's not even mentioned in the video.

As the previous commenters said, EnableViewState is an ASP.NET 1 property.

In addition, what's the point of using a PlaceHolder that doesn't contain any child control?

I recommend checking the following article to better understand the ViewStateMode property.
